Recently, at a meeting with key officials of Hai Phong city on socio-economic development, Prime Minister Pham Minh Chinh and the Government’s delegation highly appreciated the strategic position and role of Hai Phong. and Hai Phong’s great potential and advantages for development; in which the Prime Minister paid special attention to and emphasized the development of seaport and logistics infrastructure.
Hai Phong has a lot of potential for the development of the logistics service industry such as: the largest volume of import and export goods in the North. Many harbors with modern equipment systems. The logistics infrastructure system has high connectivity between modes of transport by road, rail, inland waterways, sea and air, which makes it very convenient to connect multimodal transport.
There are 49 ports in Vietnam’s seaports, Hai Phong is currently devoting great resources to continue to invest in completing synchronously and modernly the seaport system and the inter-regional connection system. At the same time, the city has accelerated the investment progress of Lach Huyen international gateway port approved by the Ministry of Transport by 2025, with 9 berths; by 2030 and after 2030 the total number of berths is 23; In the immediate future, the city will speed up the investment progress of 4 berths (No. 3, No. 4, No. 5 and No. 6).
Completely changing the picture of port operation and shipping in the North of Vietnam, Tan Vu Port (Dinh Vu Industrial Park, Dong Hai 2 Ward, Hai An District, Hai Phong City) belongs to the Joint Stock Company. Port of Hai Phong.

On November 20, for the first time, a port in the North of Vietnam achieved 1 million TEU containers in a year (2021), especially in the context of congestion and supply chain disruptions occurring in many parts of the world.
This event is not only meaningful for Hai Phong Port alone when a port of the company achieves 1 million TEU of customs clearance for the first time, but also the joy and pride of Hai Phong city when witnessing the event. prosperity and strong development potential of the local economy.
Vice Chairman of Hai Phong City People’s Committee Nguyen Duc Tho said that, with more than 145 years of establishment and development, Hai Phong Port has always promoted its role as a leading seaport in the Northern region, continuously making breakthroughs and achieving outstanding achievements. important achievements through the ages.
As soon as Tan Vu Port was born and received the first container ship in 2008, Hai Phong Port once again showed its breakthrough ability in creating a lot of economic values, making positive contributions to the hometown city. incense, promoting trade through the largest sea gateway of the North of Vietnam and realizing the aspiration to reach out to the great sea.
General Director of Hai Phong Port Joint Stock Company Nguyen Tuong Anh said that in the future, the Lach Huyen international gateway port project of Hai Phong Port is expected to start construction in the first quarter of 2022, promising to be an ideal destination. Ideal for shipping lines with the ability to receive ships up to 100,000 DWT offload.

This will be the place to open up more cooperation and is the goal that Hai Phong Port is striving to be able to provide customers with the best quality service.
Along with Tan Vu Port is Hai Phong Tan Cang International Container Terminal (TC-HICT) belonging to Saigon Newport Corporation. TC-HICT is the largest modern deep-water port in the North, capable of receiving and releasing container ships of up to 160,000 DWT directly to the US and Europe.
After nearly 4 years of being put into operation, TC-HICT port has synchronously implemented many solutions to improve service quality, strongly applied information technology to port management and operation such as: , TOPOVN, online payment (E-port) and electronic delivery order (EDO).
In 2021, despite being heavily affected by the COVID-19 pandemic, TC-HICT Port successfully completed the dual goals of both effective epidemic prevention and control and maintaining smooth production and business activities. Container throughput through the port reached 684,336 TEUs, an increase of 3.5% compared to 2020.
Currently, TC-HICT Port receives an average of 8 to 10 trains per week, including 3 direct trips to the US, 1 direct trip to Australia, 1 direct trip to India and other intra-Asia trips.. .
* “Nút thắt” và những giải pháp

According to Associate Professor, Dr. Dan Duc Hiep, former Vice Chairman of Hai Phong City People’s Committee, although it is a city of seaports and logistics, Hai Phong still has “knots”, that is, the transport infrastructure system. incomplete, lack of synchronization and modernity, especially the road.

The system of roads and intersections in the port area is narrow; The ring road system 2 and 3 has not been fully invested and built, lacks many parking spaces for delivery, and vehicle maintenance and repair leading to poor exploitation efficiency and potential traffic jams. , bad impact on the environment.
Next is the old, outdated railway system, which does not meet technical standards. Currently, there is no connection to the main areas newly invested in construction such as Dinh Vu Port and no specific plan to connect with Hai Phong International Gateway Port.

The inland waterway system has not been able to promote the role of road support because it is not qualified to organize container transport along national river routes in the Red River Delta.
The transport system connecting goods to and from seaports still relies heavily on roads and accounts for 80% of cargo volume, so it does not create flexibility, has a high level of risk, and has not taken full advantage of other modes of transport. other downloads. The logistics infrastructure system does not have large-scale logistics service zones to support the exploitation of the seaport system…
Recognizing the inherent weaknesses, Hai Phong is trying to come up with many synchronous strategic solutions to maximize the potential and available advantages of the city.
Recently, the Standing Committee of the City Party Committee issued Resolution No. 02-NQ/TU dated August 2, 2021 on the development of service activities for seaport operations, logistics services to 2025, 2030 and a vision. to 2045.

It clearly states that Hai Phong must develop services for seaport operations, logistics services commensurate with potentials, advantages, and depth is key to become an international transshipment hub and service center. modern logistics service in Southeast Asia; having breakthrough mechanisms and policies, creating an attractive business investment environment, mobilizing and effectively using domestic and foreign investment resources.

By 2025, Hai Phong strives to become a key marine economy of the country, a national logistics service center, with goods through the port estimated at 300 million tons, with an average growth in the period of 2019 – 2025. reaching 15.1%/year;

To become a modern international logistics service center by sea, air, highway, high-speed rail and cargo through the port is estimated at 600 million tons by 2030.
By 2045, the continued increase in the contribution of seaport services and logistics services to the GRDP will contribute to making Hai Phong a city with a high level of development in the group of leading cities. Asia and the world.
Immediately after Resolution 02 was issued, Hai Phong City People’s Committee issued Plan 238/KH-UBND to implement this Resolution. It can be said that Hai Phong is implementing in accordance with the direction of Prime Minister Pham Minh Chinh, which is to develop the port system in a modern, smart and green direction, promote digital transformation, improve technology and governance capacity. , quality human resources to save costs, reduce manpower, fight negativity, serve customers 24/24h…
The development Hai Phong is aiming for will contribute to the region and the whole country. Transport infrastructure is an urgent requirement to free up and mobilize all resources for development, ensure the maintenance of supply chains and circulation of goods and the Vietnamese economy, and contribute to rapid and sustainable economic development. stable./.
